4.13 New role and role changes

The new role 'Owner' is introduced. At least one account in the Pascal platform needs to have this role assigned. This role can edit roles of accounts, see the billing page and change or see anything a normal 'Admin' can.

The role 'Admin' has been changed. The billing page cannot be viewed by accounts with the role 'Admin'. Additionally, accounts with the role 'Admin' cannot change the roles of accounts anymore. This can only be done by accounts with the role 'Owner'.

There have been no changes to the 'Billing manager' role. Accounts with this role can still view the billing page and edit specifications on that page.

An account can have multiple roles assigned at once.
